What Are the Skilled Migrant Category Changes?

The New Zealand Government has announced the final details of upcoming structural changes to skilled migration. 

Set to take effect on 24 August 2026, these new regulations will reshape the Skilled Migrant Category (SMC) Resident Visa 

and several Work to Residence pathways. These updates aim to give migrants and employers more certainty, reward practical skills, 

and simplify complex wage requirements.

What Are the New Residence Pathways?

The updated framework introduces two brand-new residence streams alongside the existing points-based pathway:

The Trades and Technician Pathway

Designed for skilled workers in specified trades or technician roles (ANZSCO skill level 1 to 3).

Requirement: Must hold a relevant Level 4 or higher qualification (minimum 120 credits for New Zealand qualifications) 

and have at least 4 years of post-qualification skilled work experience, including 18 months in New Zealand paid at or above the median wage.

The Skilled Work Experience Pathway

Designed for experienced professionals working in a skilled role (ANZSCO skill level 1 to 3).

Requirement: Must have at least 5 years of directly relevant skilled work experience, 

including 2 years in New Zealand paid at or above 1.1 times the median wage.

  To manage immigration risk, Immigration New Zealand (INZ) has introduced “Red” and “Amber” occupation lists. 

Red list occupations (such as Retail Managers and Hairdressers) are excluded from these two new streams, 

while Amber list occupations carry specific extra work experience and wage threshold requirements.

Who Can Apply?

To be eligible under the updated Skilled Migrant Category, applicants must: 

• Meet the specific criteria of their chosen pathway (Points-based, Trades/Technician, or Skilled Work Experience). 
• Have current skilled employment or a valid full-time job offer from an accredited employer. 
• Meet standard English language, health, and character requirements.
• Maintain the required wage threshold throughout their specified period of New Zealand work experience.

Important Changes to Wage and Qualification Rules

The government is introducing several refinements to simplify applications and increase international competitiveness:

• Simplified Wage Rules: Most applicants will only need to meet a single wage threshold—the one in effect when they start accumulating work experience. You will no longer be forced to meet a higher median wage rate if it increases by the time you submit your formal residence application.

• 5-Month Grace Period: If the median wage increases within five months of your work visa being granted, you can still use the lower threshold that was active on the day your visa was issued, provided you begin skilled employment within that timeframe.

• Work-to-Residence Alignment: These exact wage-locking rules and grace periods will also apply to the Work to Residence Visa, Care Workforce Work to Residence Visa, and Transport Work to Residence Visa.

• Qualification Adjustments: Points awarded for a bachelor’s degree will increase from 3 to 4 points. However, applicants claiming points for a Level 8 or Level 9 qualification (like an Honours degree or Postgraduate Diploma) must now provide evidence of a supporting bachelor’s degree, unless they are claiming 5 points for a New Zealand master’s degree.

Next Steps

The current immigration rules remain in effect until the transition on 24 August 2026. For those who may need a bit more time to adapt to the updated rules,

INZ will allow certain migrants to apply for an extension on their Accredited Employer Work Visa in 2027 if they require up to 12 additional months to meet the new requirements.
