New Zealand Government Finalises Major Skilled Residence Visa Overhaul for August 2026

What Is the Major Visa Overhaul?

The New Zealand Government has announced the final details regarding the upcoming, comprehensive structural changes to business and skilled immigration. Following foundational frameworks flagged in September 2025, a sweeping update to the Skilled Migrant Category (SMC) Resident Visa and Work to Residence Visas will officially take effect on 24 August 2026. This reform is designed to provide greater certainty to skilled migrants while offering dedicated, standalone sub-pathways to residency.

 
What Are the New Residence Pathways?

The updated framework introduces a streamlined points system alongside two entirely new residence pathways based on skilled work experience:

Points-Based Pathway Upgrades

  • Extra points will be awarded for qualifications completed locally within New Zealand.
  • Overseas Bachelor’s degrees and postgraduate certificates will see their points values boosted from 3 to 4 points.
  • Washington and Sydney Accord accredited qualifications will also see an increase to 4 points.
Trades and Technician Pathway (New)
  • A dedicated route for skilled workers holding an eligible ANZSCO skill level 1 to 3 trade or technician occupation.
  • Requires a relevant domestic qualification consisting of at least 120 credits (Level 3 and Level 4 prerequisites can be stacked), or an international equivalent verified via an International Qualification Assessment (IQA) at Level 4 or higher.
  • Applicants must earn at least the standard SMC wage threshold (median wage).
Skilled Work Experience Pathway (New)
  • A pathway enabling workers in ANZSCO skill level 1 to 3 occupations to secure residency strictly through work experience alone, eliminating formal degree metrics.
  • Strictly excludes any self-employment from being counted as valid skilled experience.
  • Amber List Exclusions: Specific roles (including Café/Restaurant Managers, Hotel Managers, Chefs, Bakers, Office Managers, and ICT Support Technicians) require a higher wage rate of at least 1.2 times the SMC wage threshold.
  • Red List Exclusions: Certain roles are completely barred from using this pathway (including Retail Managers, General Hospitality Managers, Hairdressers, Beauty Therapists, and Massage Therapists).
Who Can Apply?

To navigate these updated pathways successfully from 24 August 2026, applicants must:

  • Meet the standard or specialized wage thresholds applicable to their chosen pathway.
  • Provide a higher standard of independently verifiable documentation for all work experience.
  • Supply both qualification certificates and academic transcripts for both degrees when claiming points for Level 8 or Level 9 qualifications (unless claiming 5 points for a domestic New Zealand Master’s degree).
  • Hold a genuine, available, and ongoing full-time job offer that demonstrates a verified need to be physically based in New Zealand.
  • Meet standard English language, health, character, and age criteria mandated by Immigration New Zealand.
Critical Protections: Single Wage Lock & Grace Period
  • No Moving Goalposts: Most SMC and Work to Residence applicants will only need to satisfy the specific wage threshold that was active when they began accruing their skilled work experience. If the median wage rises later, their baseline rate remains locked in.
  • 5-Month Grace Period: If the required wage threshold increases right before a migrant begins working, the rate active on the day their work visa was granted will be used—provided they begin their skilled employment within 5 months of visa approval. This safety net applies directly to the standard Work to Residence, Care Workforce, and Transport sector tracks.
What Is Not Accepted Under the New Rules?

To ensure system integrity, Immigration New Zealand has clarified strict boundaries:

  • Self-Employment: Work experience gained via self-employment cannot be used to satisfy requirements for the Trades and Technician or Skilled Work Experience pathways.
  • Non-Genuine Roles: Employment structures that do not mirror the “available and ongoing” standards used for the Accredited Employer Work Visa (AEWV) will be legally declined.
  • Red List Roles: Individuals working as Retail Managers, Hairdressers, or Massage Therapists cannot seek residency via the Skilled Work Experience pathway.

Table 1: Amber List Occupations

Applicants with a job or job offer in these occupations can still use the Skilled Work Experience pathway, but they must meet stricter criteria: they must be paid at least 1.2 times the SMC wage threshold (median wage) and have at least 5 years of New Zealand-based experience (split into 3 years at standard level and 2 years at the higher 1.2x rate).

 

Table 2: Red List Occupations

These occupations are completely excluded and are not eligible for the new Skilled Work Experience or Trades and Technician pathways. (Note: Applicants in these roles may still look into alternative paths like the standard 6-Point SMC route if they hold higher qualifications or meet high-income rules).
